Program highlights
The HKIE Competence Standard for Professional Engineers (Corporate Members) and the Competence-based Professional Assessment would be launched in April 2019. In order for potential applicants of the HKIE Corporate Membership to know more about the new approach of assessment, briefing sessions would be provided on topics including:

- The HKIE competences
- The current assessment system and the Competence-based assessment system
- Preparation of submission for Competence-based Professional Assessment
- Key elements of the Competence-based Professional Assessment

On 11 and 14 December 2018, briefing sessions on the implementation of the new competence-based assessment were carried out with over 420 members attended. The new assessment system will take effect from 1 April 2019.

The current system assesses the candidate in an objective-based format through essay writing and interview. The essay of approximately 1600 words in 2 hours would be judged according to the candidate’s knowledge of the subject, the relevance of the answer plus the clarity of argument, presentation and grammar; and the interview would be assessed on the candidate’s ability to apply theories, professionalism and knowledge of engineering processes and management.

Under the new competence-based assessment system, the format of the candidates’ submission requires first person perspective to show personal contribution. The candidate would also need to provide evidence to demonstrate that the competences set out in the HKIE Competence Standard are achieved.

As for the interview, the candidates would need to provide evidence to demonstrate that the 12 competences expected are met in terms of applying engineering knowledge, developing technical solutions, managing engineering work, and upkeeping professional acumen.

With regards to the writing assessment, nine disciplines accept a combination of IELTS results plus technical write-up as an alternative to the essay for new assessment system, including ACE, BSS, CAI, ELL, ENS, ENY, ENV, GAS, MNA. A candidate should attain an overall IELTS score of 6.5 or above with no sub-score lower than 6 in order to be eligible for taking the technical write-up assessment. The technical write-up would be a short written testing of approximately 500 words in 45 minutes.

As a conclusion of the briefing session, Ir Gary KO, the Chairman of the Working Group on the Competence-based project, clarified that the major difference between the new system and the current system is only the content and the way of presentation. The delivery of the assessment would also be more elaborated, clearly stated and easier communicated.
